University of the Philippines The University of the Philippines was established in 1908 with three initial colleges, the College of Fine Arts, the College of Liberal Arts and the College of Medicine and Surgery. By 1997, UP Diliman had 18,935 students distributed among 12 pre-baccalaureate, 74 baccalaureate and 8 post-baccalaureate programs, which in turn are handled by 2,441 faculty members.

The vision of development as contained in the Medium-Term Philippine Development Plan (MTPDP) is for the Philippines to become a newly industrializing country (NIC) by the turn of the century. The goal under the Plan is to attain an improved quality of life for all Filipinos through the twin objectives of world competitiveness and people empowerment. "People Empowerment" is defined as creating the conditions to enable ordinary Filipinos to take control over every aspect of their lives - their livelihood, their politics, and their culture. This calls for the development of human resources which means increased investments in human capital through education and training, improved basic services in health and nutrition, increased access to productive resources, and diffusion of technology. "World Competitiveness," on the other hand, refers to a situation in which Filipinos are able to produce world-class products for the international market and to compete against imports in the domestic market on an even footing.
